Kosmos Energy to Invest $2 Billion in Ghana’s Upstream Sector, Signaling a New Era for Energy Development

Houston, USAKosmos Energy has announced a landmark $2 billion investment in Ghana’s upstream petroleum sector, marking a significant boost for the country’s energy landscape. The announcement was made by John Jinapor, Ghana’s Minister for Energy and Green Transition, during the 2025 Africa Energy Forum at the Offshore Technology Conference in Houston.

Speaking to a global audience of industry leaders, Minister Jinapor described the investment as a transformative milestone—one that reflects growing confidence in Ghana’s energy potential and the government’s commitment to sector reform.

Ghana is entering a new era defined by stability, transparency, and strong government support,” Jinapor stated. “We are open for business and committed to being a competitive, investor-friendly destination for energy investments.

He highlighted that the Kosmos investment, combined with strategic government reforms, signals a new chapter for the country’s energy agenda. These reforms include a comprehensive review of the upstream fiscal regime aimed at increasing competitiveness and providing regulatory clarity for investors.

The Minister also noted that Ghana’s upstream sector policy framework is currently under review, reinforcing the government’s openness to collaboration with both local and international partners in shaping the future of energy in the country.

Jinapor extended an invitation to industry stakeholders to actively participate in upcoming policy dialogues and contribute to reforms designed to strengthen investor confidence and improve sector governance.

As Ghana aims to scale up production, Jinapor reaffirmed the country’s continued role as a regional energy hub, supplying power to neighboring countries such as Benin, Togo, Côte d’Ivoire, and Burkina Faso.

The forum brought together high-level participants including Nigeria’s Minister of Petroleum Resources and executives from key global energy companies with interests in Ghana’s expanding energy sector.

Kosmos Energy’s planned investment is expected to significantly enhance Ghana’s upstream capabilities, catalyze job creation, and support long-term energy security in West Africa.
