Revenue reset: GRA intensifies efforts to improve tax collection, compliance

GRA Aims to Build Trust and Expand Tax Net for National Revenue Growth

The Ghana Revenue Authority (GRA) is taking bold steps to rebuild trust with taxpayers and increase domestic revenue collection as part of the country’s economic reset agenda.

“Taxpayers are our customers, and we must build their trust. This will help us mobilize revenue for the nation’s reset agenda,” said Mr. Sarpong, a senior official at GRA.


Expanding the Tax Base

At the heart of GRA’s new strategy is broadening the tax net. The authority is targeting sectors and individuals previously outside the formal tax system, including many in the informal economy.

By leveraging technology and data integration, the GRA plans to identify and bring more taxpayers into compliance.

“We can now match registered businesses with their tax obligations,” Mr. Sarpong explained. “We’re also focusing on the informal sector through mobile money transactions.”


Collaborative Institutional Efforts

The GRA is working closely with key institutions such as the Registrar of Companies and SSNIT to streamline data-sharing efforts. Through API integration, the GRA can link business registrations directly to its tax database.

“We’ve started discussions with the Registrar of Companies. This will ensure every registered business is connected to our system,” he added.


Targeting GH¢200 Billion in Revenue by 2025

The Authority has set an ambitious goal to collect at least GH¢200 billion in tax revenue in 2025, up from GH¢153 billion in 2024. This target aligns with Ghana’s medium-term strategy for domestic revenue growth.

“By 2028, our goal is to reach GH¢360 billion in annual tax revenue,” Mr. Sarpong revealed.


Reforms to Support Businesses

Recognizing the challenges many businesses face in meeting tax obligations, the GRA is introducing business-friendly reforms to simplify the tax process, reduce compliance burdens, and foster voluntary compliance.

“Our strategy is to widen the tax net using technology,” said Mr. Sarpong. “With many businesses operating online, we must evolve to meet them where they are.”


A Focus on Trust and Transparency

Beyond systems and numbers, the GRA is prioritizing integrity, professionalism, and transparency in its operations. Mr. Sarpong emphasized the importance of building public confidence in the tax system.

“We see taxpayers as partners. Gaining their trust is key to long-term success.”


As Ghana works to stabilize and transform its economy, GRA’s technology-driven and collaborative approach to revenue mobilization will play a critical role in ensuring fiscal sustainability and national development.
